Divisional Music Director
David first learned to play the cornet at the age of eight from his father, Major Dan Delaney. David received his Bachelors in Music Education from Southeastern Louisiana University while learning the art of the trumpet with Dr. Bryan DePoy. He later received a Master’s degree in Music Performance (Trumpet) from The University of Maryland College Park while studying with Chris Gekker. David was called into the ministry of The Salvation Army in August of 2008 as the Assistant Divisional Music Director of the National Capital & Virginia Division. It was in that role he worked with and learned from the previous Divisional Music Director, James B. Anderson. He married far above his station by snatching up a beauty in Danielle at Camp Happyland. A son of the regiment, David is a fourth generation Salvationist and is proudly working on the fifth generation with his wild and wacky kids Dannie, Drew, and Dylan.
Assistant Divisional Music Director
Even before joining the music department, David “Merz” has been actively serving within the Potomac (and former National Capital & Virginia) Division since 2007, when he first began teaching at Camp Happyland’s Music Conservatory and saw the way God worked in the campers' lives. Since then, he’s also been on staff in Fredericksburg, VA where he helped establish the Salvation Army’s music program in that area. He earned his Bachelor’s in Music Education while studying trumpet at James Madison University. Merz’s favorite part of the job is combining his passions for (1) working with young people, (2) brass music, and (3) loading/unloading gear. Some of his hobbies include camping, hiking, and paddling down the beautiful Rappahannock River.
Divisional Music & Arts Manager
Adopted from birth, Kevin grew up in the DMV region. His parents were lifelong Salvationists and musicians who instilled a passion for music from a young age. In 4th grade, he started playing trombone in order to “be like [his] grandpa.” He eventually joined the National Capital Band at the age of 13. He attended and completed a B.M. in performance at The University of Maryland, College Park as part of the studios of Christopher Dudley and Barry Hearn. Throughout college, Kevin was on call for numerous gigs in the area including religious services, big bands, and local orchestras. He officially joined the Potomac music & arts team in late 2018. Along with performing and teaching, Kevin also writes music for brass band. He enjoys listening to and analyzing movie & video game soundtracks, eating ice cream, and going on hikes.
Divisional Music & Arts Manager
Tia Oakes, originally from Niagara Falls, NY, has felt a strong calling to serve through music, community outreach, and ministry, dedicating her life to the mission of the Salvation Army. Since 2019, she has worked with the Potomac Division on camp staffs and recently completed two years as a Regional Music Coordinator for The Salvation Army Hampton Roads Area Command. A first-generation Salvationist, Tia's journey with the Salvation Army began at age 14, sparked by her involvement with a community polka band.. This eventually led her into the doors of Niagara Falls Citadel in 2014 where she soon found herself immersed in all aspects of the ministry. It was through Salvation Army music programs that she first encountered Jesus, an experience that profoundly transformed her life. Over the years, she has been shaped by numerous spiritual and musical mentors. Her passion lies in sharing the Gospel and inspiring others to recognize and embrace the gifts God has placed within them.
In 2022, Tia graduated with a bachelor’s degree in music education, specializing in Clarinet, from SUNY Fredonia. Beyond her professional pursuits, she enjoys listening to Broadway musicals, indulging in her love for espresso, and listening to jazz music.

Reggie graduated with a degree in accounting from Mount St. Mary's University in 2023. Having grown up in a Salvation Army music program, his love for music is matched only by his dedication to the community. He strives to bring joy and support to those in need.
